Pavel Durov reported that after the court’s decision he left France and went to Dubai:

“As you may have heard, I am back in Dubai after spending several months in France due to an investigation into the criminal activities of Telegram. The process is ongoing, but it is good to be home.
I want to thank the investigating judges for allowing this to happen, and my lawyers and team for their tireless efforts to demonstrate that Telegram has not only met but exceeded its legal obligations in matters of moderation, cooperation, and fighting crime over many years.
I am also deeply grateful to the millions of people around the world who have supported me on this unexpected journey – it has meant a lot. There is nothing our billion-strong community cannot overcome.”
